Reactionaries are lost when the unexpected happens because they, by nature, don't anticipate things. 

Most of us know the current Greenlabor governments are reactionaries and always have been.

Having failed the physics, chemistry and eco design classes, they don't initiate real world progress. Workable changes that work rely on testing things to build confidence; The protective and proactive actions the public need do not arrive in their minds before the thing arrives on the scene and kills someone

Those that don't think through ideas or anticipate things have to wait for someone to name the new idea, crisis or problem before they speak up.

Our quick fix reactionary leaders fail to resist violent talk before it becomes violent action. Our laws on violence have been with us from England ; verbal assault used to be considered as bad as physical assault because the former often precedes the latter, and the control of the former resists the latter ever happening.
Our current clone of Leaders find complex causation connections confusing so they are then afraid to prosecute the preliminaries of escalation because they don't really know what works.

Like Chamberlain before the war, they hope their bright new clothes ( which they found by watching the fads on their screens), positive speaking and the saying of nice acceptable things will keep the wolf from the door.

These fanatics paid big money for police presence at protests, but couldn't see that Jewish events needed watchmen. Reactionaries to this day.

Tell us something we don't know ; because its just as likely , because the government go to press before they test anything , that they haven't really tested the idea properly.  

Reactionaries, rely, in recent decades , on the arrogant blind myth they perpetuate that they are ahead of the rest of us .
They don't know much but , but they do know Shoemakers technical winning hierarchy from early adopters to laggards. 
The failed science class love to think of themselves  as early adopters 
And love to portray the opposition as laggards.
 The easily led have convinced themselves that they are the true progressives. The arraogant and simplistic interpretation of Shoe makers ' Innovation adoption theories would be fine if such people are just sitting infront of screens 

When these simpletons are in charge  they have our mony to play with they buy in early and glrify themseleves for being early adopters .They buy in too early and just create trash to be parked out on th street
